Municipal Records Committee
Purpose
- To keep the Best Practices manual current by updating it at least annually, including all records, and adding a section on computerization.
- To help guide clerks and treasurers to improve the paper system that will be the foundation for transitioning to a computerized system.
- To research available technology, costs, and capabilities to make recommendations to clerks who want to computerize all municipal records.
- To develop standards for computerization.
- To work with other entities (such as the Vermont Tax Department, VLCT, etc.) to help improve Vermont’s municipal records.
- To work with the VMCTA Legislative Committee on legislation involving municipal records.
Records Retention

Local officials have been working with Megan from VSARA on a Local Records Program. The Committee has put together this information for local officials wishing to start a records management program.
Computerization of Municipal Records Report
The report that is posted below is out of date. The questions are good ones to ask, but the information about the vendors has changed. We hope to update the report and also the Best Practices guide for indexing land records.
VSARA is currently conducting reviews of land records software for compatibility with e-recording; more information will be posted when it becomes available.
