Certification Committee
Purpose:
To increase the proficiency of Vermont Municipal Clerks and Vermont Municipal Treasurers, to strengthen the quality of local government; to afford Clerks and Treasurers the recognition for their abilities to conduct the affairs of local government and to provide a vehicle whereby Clerks can attain the status of Certified Vermont Clerk (CVC), and Treasurers can attain the status of Certified Vermont Treasurer (CVT) and advanced Certified.
The VMCTA’s Certification Program was established in 1988 and its Advanced Certification in 2016 to:
- Increase the proficiency of Vermont Municipal Clerks and Treasurers.
- Strengthen the quality of local government.
- Afford Clerks and Treasurers the recognition to conduct the affairs of local government.
- Provide a vehicle whereby Clerks can attain the status of Certified Vermont Clerk, and Treasurers can attain the status of Certified Vermont Treasurer.
- Provide a vehicle whereby Clerks can attain an advanced tiered status of Certified Vermont Clerk, and Treasurers can attain an advanced tiered status of Certified Vermont Treasurer.
- To recognize additional training, education, and professional contributions.
The VMCTA offers various levels of certification for both Clerks and Treasurers:
- Certification - CVC (Certified Vermont Clerk) or CVT (Certified Vermont Treasurer)
- Advanced Certification –Advanced Level 1
- Advanced Certification – Cum Laude
- Advanced Certification – Magna Cum Laude
- Advanced Certification – Summa Cum Laude
With each certification level you will receive a framed certificate and a pin.

Applications must be postmarked by January 31 and July 31. Clerks and Treasurers that obtain certification on the January 31 deadline can begin working towards their next level on February 1, likewise those that obtain certification on July 31 can begin working on their next level on August 1. Clerks and Treasurers that obtain certification for either semester will all be recognized together at the VMCTA Annual Fall Conference.
We’re pleased to share that the VMCTA Certification Committee has launched new digital submission forms for certification and advanced certification applications.
These online forms are designed to make the submission process easier, faster, and more streamlined for members pursuing certification and the volunteer committee members who review applications. Members can now complete and submit required materials electronically rather than using paper forms. This will be the preferred submission method going forward.
